This course is for Initial String Training and carry-on recurrent for all Managers, PIs, ASIs, ORAs, and ASTs who are members of CMTs having oversight responsibilities for 14CFR Part 121 Certificate Holders covered by 14 CFR Part 5 and other 14CFR Part Certificate Holders participating in the SMS Voluntary Program. The recurrent training will be scheduled on a 3-year rotational timeframe. This training will provide the CMT personnel with job-competency knowledge of system safety and risk-based decision-making techniques to the oversight process. It will show the importance of both as they relate to certificate management. This course introduces ICAO State Safety Program (SSP) concepts, includes basic ICAO/FAA principles on what a Safety Management System (SMS) is, and how the FAA and industry implements, and functions under the components of an SMS. This training will provide CMT personnel with techniques for working with SMS development, application and automation. By focusing on the instilling of information and reinforcement of the concepts and skills taught through the distance learning techniques and other Academy training, this training will further refine the ability of CMT member to implement a systems approach, and use risk-based decision-making in their oversight of the SMS. The SMS PDI, builds a foundational Safety Management understanding, and provides Certificate Management Teams with the practical knowledge necessary to approve certificate holders Safety Management System (SMS) implementation plans and accept and oversee service providers safety management system and practices associated with the requirements of Part 5 and 8900.1 Volume 17, Chapter 4.
