This course begins with an overview of the prerequisite eLMS Course 27100172. Participants are taught how to correctly and consistently issue Operations Specifications (OpSpecs), Management Specifications (MSpecs), and Letters of Authorization (LOAs) to operators and individuals requesting to operate in Special Areas of Operations (SAO). They will learn to identify operator issues with equipment, training, operational limitations and performance requirements, and to consult with a specialist in the Flight Operations Group when needed. Primary course focus is oceanic tasks normally performed by operations inspectors. However, avionics and maintenance inspectors will benefit from understanding the importance of cooperation and collaboration with operations inspectors when evaluating an operators application to conduct international flights.
