Competitive and Noncompetitive Hiring Authorities. This course will cover a variety of competitive and noncompetitive service hiring authorities to include, merit promotion (transfers, reinstatements, internal promotions, etc.), direct hire authorities, DEU authorities, veterans appointing authorities, Schedule A authority for persons with disabilities, Pathways Programs, VISTA/Peace Corps, dual compensation waivers, IPAs, military spouses, and the Fellowship and Industry Exchange Programs Hiring Authority. It will discuss which appointments lead to noncompetitive conversion. It will also discuss what you need to know about these authorities and how to use them for filling positions at DOT and which ones dont require the lengthy job announcement process.
