DESCRIPTION

This course covers the concepts, tools, and processes for a compliance and enforcement program in the Civil Aviation Authority (CAA). This course introduces a newly developed `Model Enforcement Manual' for government decision makers which can be used as the basis enabling the CAA's commitment to Aviation Safety. The course also addresses the International Civil Aviation Organization (ICAO) Safety Oversight Critical Element obligation for Resolution of Safety Concerns. The CAA may use the course materials and instruction for developing a new enforcement manual at the CAA, or to improve existing guidance materials. This course provides the essential means by which the safety and security of the individual State CAA is investigated and enforced. Course objective is to train those personnel with direct enforcement duties in the policies, regulations, documentation and required to satisfy the State CAA compliance and enforcement responsibilities.
